What you see are heating elements that simulate the heat that huge server will generate in the Data Center. Usually a hundreds or thousands of servers will be mounted on racks. The heat they generate is a lot! I stood behind them before.
The air-conditioning has to be strong enough to cool down the data centre. This is so that the machines can operate. In the test above, one heating element is put on top of the many aircon vents. The vents are on the raised platform. The cool air will be pumped from the bottom and all the hot air will rise, and be extracted out of the room.
