No mosquito larvae welcomed

Did you notice anything unusual? The tree has 'cement' spread into areas that could potentially hold water.

It must be the work of overly enthusiastic council workers. Probably dengue cases are on the rise?
Mosquitoes have no chance of breeding here. (yey!)

Huh? What is the chance of water accumulating there for a week for mosquito to breed? I thought water will either evaporate or be absorbed by the tree within a few days after the rain?

I can't think of any reasons. During rainy season it might stay wet all the time.

Some olden design bus stops have had their 'roof' patched up too.
