This is called duckweed. A little is okay and pretty, but the floating plants very quickly grow into a thick mat on the surface of the pond. Not only is that ugly to look at, but sunlight can't reach the deeper water, so underwater plants can't photosynthesize and produce oxygen. That in turn can kill fish and other acquatic life. It's best to skim duckweed from the surface of the pond to keep it under control.

Guess what, the picture was not taken in a pond. I walked past a shop and it had a small little built up space the size of half a washing machine. These duckweed (now i know what they are called) were just all over the water.
